La Commission des services électriques de Montréal (CSEM) is led by a Board of five (5) members. Its President is appointed by the government of Quebec for a five-year term.
The City of Montreal appoints two board members while Hydro-Québec, the network’s most important user appoints one permanent member.
All other important users of the CSEM network, choose one (1) additional member in their midst.
The Board is assisted by various operational divisions who manage the CSEM according to the delegated authority which is defined in the Charter of the City of Montreal, Chapter IV (annexe C):
- Management of Human resources and finances
- Management of the Collective agreements and the pension plan
- Management of contract awards and their execution
